Is a passport a one-time thing?

Important note: Due to the current development of the coronavirus, all municipal offices and facilities have been closed since 04.11.2020 closed to the public. The city administration offices continue to work and can be reached online and by phone. In unavoidable cases, an appointment can be made by telephone.

Coronavirus - additional information

Entering the administration building by making an appointment is only permitted with medical mouth and nose protection. We therefore ask you to wear appropriate mouth and nose protection during your appointment and to adhere to the distance and hygiene regulations. Access is limited to a maximum of 2 people per visit. If you have symptoms of a cold or illness, you are not allowed to enter the citizens' office.

1. Registration of residence in Konstanz
Please contact the Citizens' Office or the local administration by email or phone and discuss how to proceed with the staff.

2. Change of residence within Konstanz
Please send a copy of your identity card / passport and the confirmation of the accommodation provider with the signed re-registration form by post or e-mail to the citizens' office.

3. De-registration of the place of residence abroad
Please send a copy of your identity card / passport with the signed de-registration form by post or e-mail to the citizens' office.

4. Identity card / passport expires or has expired
Please contact the citizens' office or the local administration by email or phone and discuss the next steps with the staff.

5. Pick up your identity card / passport
Please contact the Citizens' Office by email or phone (Tel. +49 7531 900-2296 or +49 7531 900-2298 or the local administration and discuss how to proceed with the staff.

6. Apply for a police clearance certificate
Please send us a signed written application by post or e-mail, stating the reasons, and enclose a copy of your identity card / passport with the application. When applying for a certificate of good conduct with document type O, OE or NE, we also need a copy of the corresponding proof.

With the following SEPA mandate, please authorize us to debit the fee of € 13 from your account once (attach to the application).

Apply for a certificate of good conduct online at the Federal Office of Justice
You can also apply for the certificate of good conduct online at the Federal Office of Justice. For this you need your identity card or your electronic residence permit with the eID function switched on.

7. Apply for a registration certificate
Please send the completed application form including a copy of your identity card / passport by post or email to the citizens' office. In addition, please authorize us to debit the fee of € 8 once from your account via the SEPA mandate (enclose with the application).

8. Apply for a certificate of life
Please send the certificate of life to be confirmed including a copy of your identity card / passport by post to the citizens' office.

Life certificates for submission to statutory pension insurances from all EU countries and Switzerland are free of charge.

Life certificates for German and foreign private company pensions as well as for statutory pensions outside the EU states and Switzerland are subject to a fee as a registration certificate (8.00 euros). Please authorize us to use the SEPA mandate to debit the fee of € 8 for a registration certificate from your account once.

9. Apply for a resident parking card
To reissue or extend your resident parking card, please send us the following documents with your application by post or email:

  • Copy of the vehicle registration document or registration certificate Part I
  • Copy of valid identity card or passport
  • Confirmation from the vehicle owner (owner confirmation)

With the following SEPA mandate, you authorize us to debit the corresponding fee from your account once.
